National Civil Engineering Society Elects New Officers

Reston, Va. - The American Society of Civil Engineers (ASCE) today announced the election of Dennis R. Martenson, P.E., DEE, F.ASCE, as its new president-elect. Martenson, a consulting environmental engineer and senior project manager for CDM in St. Paul, Minnesota, has become a world leader in environmental engineering during his 35-year career. During the coming year, he will serve as a member of the ASCE national executive and communications committees. Martenson will be installed as president in October 2005. Other positions on the 2004 election ballot included two zonal vice presidents and seven district directors.
A graduate of the University of Minnesota, with both bachelor's and master's degrees in civil engineering, Martenson has previously served as vice president of Zone III and director of District 8. He has served as chair of several national committees, including member benefits and water supply engineering, and the council of vice presidents, and as a member of numerous others including communications, educational activities and the Environmental and Water Resources Institute's (EWRI) Infrastructure Council. Within the Minnesota Section, Martenson has served as president, secretary-treasurer and a member of the information and public relations and national convention committees.
A registered professional engineer in five states, Martenson is an American Academy of Environmental Engineers diplomat, recipient of the Central States Water Environment Association's Radebaugh Award and a member of its 7-ess Society. He has also been named Minnesota Engineer of the Year, and is a member of the American Water Works Association, the University of Minnesota's Civil Engineering Department External Advisory Board, and Chi Epsilon.
Martenson, along with the other newly elected officers, will be installed during the annual business meeting at the ASCE Civil Engineering Conference and Exposition in Baltimore on October 23, 2004. The results for zonal presidents and district directors are as follows:
- Vice President Zone II - Randall S. Over, P.E., F.ASCE, District 12 construction engineer, Ohio Department of Transportation, who will represent sections and branches in Michigan, Indiana, Ohio, West Virginia, Kentucky, Virginia, Arkansas, Tennessee, North Carolina, Louisiana, Mississippi, Alabama, Georgia, South Carolina and Florida.
- Vice President Zone IV - Blaine Leonard, P.E., M.ASCE, senior research project manager, Utah Department of Transportation, who will represent sections and branches in Washington, Montana, Oregon, Idaho, California, Nevada, Utah and Arizona.
- District 1 Director - Robin A. Kemper, P.E., F.ASCE, assistant structural department manager, French & Parrello Associates, Holmdel, New Jersey, who will represent sections and branches in New York and New Jersey.
- District 4 Director - Peter A. Terry, P.E., M.ASCE, president, Benchmark Civil Engineering Services, Inc., Allentown, Pennsylvania, who will represent sections and branches in Pennsylvania.
- District 12 Director - John W. Pulver, P.E., F.ASCE, a consultant, who will represent sections and branches in Montana, Idaho, Washington and Oregon.
- District 14 Director - Steven C. McCutcheon, Ph.D., P.E., M.ASCE, senior environmental engineer, U.S. Environmental Protection Agency, who will represent sections and branches in Georgia, Alabama, Mississippi and Louisiana.
- District 15 Director - T. Anthony Reid, P.E., F.ASCE, a consultant from Meridian, Texas, who will represent sections and branches in New Mexico, Texas, Oklahoma, Hawaii and Mexico.
- District 16 Director - Randall M. Perkinson, P.E., F.ASCE, senior project manager, Jacobs Civil Inc., St. Louis, Missouri, who will represent sections and branches in South Dakota, Wyoming, Nebraska, Colorado and Kansas.
- International Director - Jaime Santamaria-Seranno, a consultant from Bogota, Columbia, who will represent ASCE's international sections and branches.
