RECOVERY AND REINVESTMENT ACT (ARRA) of 2009; interested parties are notified that the inclusion of unique provisions required in implementing the Act, including those for significant reporting and transparency, will be required of the successful bidder.

The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-82B1-S-10-0106 on or about March 1, 2010 for the RECOVERY Road 250 Resurfacing Project. If the solicitation is released through this FedBizOpps website, and prospective bidders should visit the FedBizOpps website from time to time on or after March 1, 2010. All future information about this acquisition will be solely through this website. This notice meets the requirements of FAR 5.201; however, the Forest Service reserves the right not to release a solicitation.

PROJECT DESCRIPTION: The project consists of road reconditioning and placement of crushed aggregate surfacing on approximately 6 miles of Road 250 from Noe Creek Campground to 6 miles west; and includes road reconditioning, quarry development, rock crushing, and pit restoration.

The project estimated price range is $250,000 to $500,000. Performance and Payment bonds will be required. Davis Bacon wage rates will apply. The total performance period is approximately 30 calendar days from July 01, 2010 or from the issuance of the Notice to Proceed (NTP).

PROJECT LOCATION: This work is located near Kelly Forks Work Center, North Fork District, Clearwater National Forest, Idaho.

PARTICIPATION: This project is set-aside for HubZone small business concerns. The NAICS code for this acquisition is 237310. The small business size standard is $35.5 million average income for the last 3 years. All responsible sources may submit a bid which shall be considered. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render a proposal ineligible for award.
