RECOVERY: Palouse Ranger District Pavement Rehabilitation

THIS CONTRACTING ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT.

The Forest Service has a requirement for Palouse Ranger District Pavement Rehabilitation - This project consists of asphalt repair with surface preparation and asphalt placement. Work also includes sealcoat, skin patch, pothole repair, cut out and patch, crack sealing with and without routing, pavement marking, and asphalt pavement.

Project #1, Palouse Ranger Station Road: From Moscow, Idaho travel north on US highway 95 approximately 16 miles to junction with State highway 6. Turn right on Highway 6 and travel approximately 1 mile to project location on the left.

Project #2, Little Boulder Creek Campground: From Deary, Idaho travel east on State Highway 8 approximately 4 miles. Turn right at FS Road 1963 proceed 2.4 miles to project location on the right. 460 46’ 17” N 1160 27’ 31” W

Project #3, Giant White Pine Campground: From Harvard, Idaho travel north on State Highway 6 approximately 8 miles. Campground on the right.

Project #4, Laird Park Campground: From the junction of U.S. Hwy 95 and State Hwy 6 travel 13.8 mile east then turn right onto USFS Road 447. Travel approximately 1.6 miles on USFS Road 447 to the project site that will be located on the right.

Optional Item #1, Potlatch Canyon Trail and Parking Area: From Deary, Idaho travel east on State Highway 8 approximately 4 miles. Turn right on Road 1963 proceed 2.3 miles; parking lot is on the left. 460 46’ 25” N 1160 27’ 24” W

Optional Item #2, Giant Cedar Trail and Parking Area: From the end of State Highway 8 in the town of Elk River, Idaho, turn left on road 1705 and proceed 0.4 miles north to the intersection with Elk Creek Road 382. Proceed north 9.5 miles to the intersection with road 4763. Proceed 1 mile on road 4763 to trail head parking area.

No pre-bid site visit will be conducted but offerors are encouraged to visit the site. Bidders are also encouraged to review Federal Acquisition Regulation (FAR) provision 52.236-3, Site Investigation and Conditions Affecting the Work (Apr 1984). Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government. The project cost estimate is between $250,000 and $500,000. Performance and Payment bonds will be required. In addition, a bid guarantee will also be required. Davis Bacon wage rates will apply. The total performance period is approximately 120 calendar days from the issuance of the Notice to Proceed (NTP).

All responsible sources may submit a bid which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the offeror will render a bid ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http://www.ccr.gov//.

The solicitation package is anticipated to be available electronically on May 19, 2010 with an anticipated closing date of June 21, 2010.

NOTE: THIS PRE-SOLICITATION HAS A DUE DATE THAT IS FOR PLANNING PURPOSES ONLY. THE OFFICIAL DUE DATE WILL BE INDICATED IN THE INVITATION FOR BID.

ARRA Requirement: The Awardee will be subject to Section 1512(c) of the American Recovery and Reinvestment Act which requires each contractor to report on its use of Recovery Funds under the awarded contract. These reports will be made available to the public.
