RECOVERY: Powell Ranger Station Water Supply Line Replacement and Kelly Forks Work Center Water Supply Line Replacement

THIS CONTRACTING ACTION IS BEING OFFERED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT.

The Forest Service has a requirement for the following:

Powell Ranger Station Water Supply Line Replacement: The Powell Water Supply Line Replacement project consists of approximately 4,770 LF of new 6" water main construction, upgrades to the spring box, upgrades to the reservoir, and a highway crossing. This work will also include all other labor, materials and supplies needed to complete the work as required by the contract, plans, and specifications.

Kelly Forks Work Center Water Supply Line Replacement: The Kelly Forks Work Center Water Supply line Replacement project consists of construction 1,730 LF of 2" water main, construction 2,450 LF of 4" water main, upgrades to the spring box, and upgrades to the reservoir. This work will also include all other labor, materials and supplies needed to complete the work as required by the contract, plans, and specifications.

No pre-bid site visit will be conducted but bidders offerors are encouraged to visit the site. Bidders are also encouraged to review Federal Acquisition Regulation (FAR) provision 52.236-3, Site Investigation and Conditions Affecting the Work (Apr 1984). Failure of the Contractor to ascertain the nature, location, and conditions which affect the work will not relieve the contractor from the responsibility for successfully performing the work without additional expense to the Government. Sealed Bid

100% HUBZone Set-Aside

The project cost estimate is between $250,000 and $500,000. Performance and Payment Bonds will be required. Davis Bacon wage rates will apply. The performance period is approximately 120 calendar days from the issuance of the Notice to Proceed (NTP) for each bid item.

All responsible Certified HUBZone sources may submit a bid which will be considered by the Government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on part of the bidders will render a proposal ineligible for award. Bidders may obtain information on registration and annual confirmation requirements by calling 888-227-2423 or via the Internet at http://www.ccr.gov//.

The solicitation package is anticipated to be available electronically on 8 June, 2010 with an anticipated closing date of 7 Jul, 2010. The NAICS for this requirement will be 237110.

NOTE: THIS PRE-SOLICITATION HAS A DUE DATE THAT IS FOR PLANNING PURPOSES ONLY. THE OFFICIAL DUE DATE WILL BE INDICATED IN THE REQUEST FOR PROPOSAL.

ARRA Requirement: The Awardee will be subject to Section 1512(c) of the American Recovery and Reinvestment Act which requires each contractor to report on its use of Recovery Funds under the awarded contract. These reports will be made available to the public.
